III. REGULATIONS FOR CONGREGATIONS OF DEAF PEOPLE Edinburgh, May 18, 1998, Sess 4. 1. The following congregations shall be congregations of the Church of Scotland: Aberdeen: St John’s for the Deaf Ayrshire Mission for the Deaf Edinburgh: Albany Deaf Church of Edinburgh Glasgow: John Ross Memorial Church for the Deaf 2. They shall have the status of “congregations” rather than “charges”. As such they shall not call their own ministers, nor shall these ministers be inducted. Their ministers shall be appointed by the Board of National Mission as Community Ministers under “New Forms of Parish Ministry” and shall be introduced on this basis. 3. One minister shall serve in Edinburgh, one in Aberdeen, and one jointly in Glasgow and Kilmarnock. 4. The minister shall be entitled to seats in the appropriate Presbytery and the Kirk Session shall also be entitled to appoint representative Elders to the Presbytery within whose bounds the congregation is situated. If there is more than one place of worship in different Presbytery areas, the minister shall be subject to one Presbytery only. 5. The Elders of the congregation shall have been and be ordained according to the practice of the Church of Scotland. 6. The properties of the church and halls shall continue to be held by local trustees and shall in no way be or become the responsibility of the Church of Scotland. 7. The salary and related ministry costs shall be met from the budget of the Board of National Mission. 8. The Presbytery shall consult with the congregation as to contributions to be made to the Mission and Aid Fund. 9. The minister and congregation shall be subject, like other ministers and congregations, to the superintendence of the Presbytery and the law and practice of the Church of Scotland. 10. While the congregations shall not call their ministers, in the event of a vacancy arising, they shall be entitled to consultation with the Board of National Mission before an appointment is made. 11. In the event of any other congregation of deaf people successfully petitioning the General Assembly for admission as a congregation of the Church of Scotland, they also shall become subject to these regulations and shall be served by one of the three aforementioned ministers.
